✛ Two Categories, One Focus
Why We Specialise Rather Than Generalise
Cosmetics spans dozens of formats — foundation, blush, lipstick, setting powder, makeup remover — each with its own pigment chemistry and testing demands. Manufacturers who claim to do all of it rarely excel at any of it. TX Labs takes a narrower, deeper approach: foundation and makeup remover, specifically, done properly rather than a dozen formats done thinly.
Foundation
Lightweight to high-coverage liquid foundation — shade, finish, and texture built to your brief.
See Foundation →Makeup Remover
Micellar, oil-based, bi-phase, and eye & lip formats — the natural bridge between skincare and makeup.
See Makeup Remover →Foundation and other pigmented cosmetics don't follow quite the same rulebook as skincare. Colour additives are subject to their own approval lists and concentration limits under FDA, EU, and ASEAN cosmetic regulations, on top of the general safety requirements every formula has to meet. It's a detail brands moving from skincare into cosmetics often don't expect — and one our team checks against your target markets during formulation, not as an afterthought once the product is finished.
Foundation
✛ FOUNDATION
Custom Formulation & Manufacturing
Foundation is designed to create a more even-looking complexion, offering different levels of coverage across a variety of finishes, textures, and application experiences. Launching a foundation under your own brand requires more than selecting a ready-made product — shade, texture, coverage, finish, application, and packaging all contribute to the final consumer experience.
Whether you're developing a lightweight everyday foundation, a medium-coverage formula, a high-coverage complexion product, or a foundation with a specific skin feel and finish, our R&D team works with you to develop a formulation according to your requirements and target market.
✛ FOUNDATION
Develop Your Own Private Label Foundation
Your foundation project can be developed around requirements such as:
- Lightweight, medium, or high-coverage foundation
- Buildable coverage
- Natural, matte, soft-matte, or dewy finish
- Smooth and blendable texture
- Long-wearing formulation
- Oil-control or hydrating concept
- Different shades and undertones
- Liquid foundation formats
- Different packaging and dispensing formats
The final formulation depends on the selected ingredients, pigments, packaging, and required product characteristics — confirmed with our team during scoping.
Foundation is increasingly formulated less like makeup and more like a treatment product — actives such as niacinamide, hyaluronic acid, and peptides can now be embedded into a foundation without destabilising the formula, letting your product make a legitimate skincare claim alongside coverage. The trade-off is claim support: if the formula says "hydrates" or "brightens," it needs to actually perform that way under testing, not just contain the ingredient.
Shade demand is close to impossible to predict on a first run — a shade that looks perfect in your sample range can sit unsold while a different undertone sells out. This is exactly why low MOQ matters more for foundation than almost any other product type. Committing to one dominant "hero" shade plus a lean supporting range, then reordering based on what actually sells, is usually a safer opening move than an evenly-spread launch across many shades at once — talk to our team about how to structure your shade range around this.
✛ FOUNDATION
Development Considerations
Coverage and finish are decided together, because the ingredients that build one usually shape the other. Matte finishes are typically formulated with minimal oil and rely on film-forming and oil-absorbing ingredients to control shine — they wear long and photograph cleanly, but on genuinely dry skin they can read as flat or emphasise texture rather than smoothing it. Dewy and satin finishes lean on oils and humectants that reflect light, giving a lit-from-within look that suits dry or dull complexions well, but can slide or pool in oilier zones without the right setting approach.
Buildable coverage — a formula that reads sheer at one layer and fuller at three — is one of the more commercially useful things to get right, since it lets a single SKU serve both a "no-makeup" customer and a full-coverage customer instead of forcing you to launch two separate products.
Texture comes from how water, oil, and silicone are balanced in the base — the ratio determines whether the formula feels light and fast-absorbing or richer and more substantial on skin. Emollients such as squalane or triglycerides are typically added for slip and a skin-conditioning feel, while silicones do double duty: they contribute to the immediate glide and finish, and they're often part of what gives a formula its long-wear performance once it's dried down.
Getting this balance wrong is one of the most common reasons a foundation looks fine in testing but performs poorly on real skin over an eight-hour day — texture has to be evaluated for how it behaves at hour one and at hour eight, not just on first application.
Foundation shades are built primarily from titanium dioxide and iron oxides, and getting a shade right means matching both depth and undertone — warm, cool, or neutral — since a shade that's the right depth but the wrong undertone is exactly what reads as ashy or grey on skin, a problem that disproportionately affects darker shade ranges if undertone isn't given equal attention to depth.
Batch-to-batch consistency is the harder, less visible part of shade development. We use colour measurement to check every production batch against the approved standard, because pigment dispersion and processing can shift a shade slightly between batches even when the formula on paper hasn't changed — and shade consistency is disproportionately important commercially, since customers who find a shade that matches rarely go looking for a different brand.
Foundation is genuinely more packaging-sensitive than most skincare formats, because pigments oxidise. A formula sitting in a jar or an open dip-tube dispenser is exposed to air every time it's used, and over time that exposure can shift the shade, thin the texture, or cause visible separation — problems that show up as customer complaints months after a batch has already shipped and can't be fixed after the fact.
This is why airless pump systems are increasingly the default for liquid foundation specifically, not just for actives-heavy skincare: a sealed piston keeps air out of the chamber entirely, protecting shade accuracy and texture for the full life of the product. We assess this trade-off — packaging cost and aesthetics against oxidation risk — as part of scoping, rather than treating packaging as a decision made after the formula is finalised.

Who Foundation Manufacturing Is For
Makeup Remover
✛ MAKEUP REMOVER
Custom Formulation & Manufacturing
Makeup remover is an important part of many beauty and skincare routines, helping consumers remove makeup, sunscreen, and daily impurities before cleansing and skincare. It's also a natural bridge category — a common next step for skincare brands moving into cosmetics, and for makeup brands rounding out a complete routine.
Whether you're looking to develop a gentle daily makeup remover, a micellar cleansing water, an oil-based makeup remover, or a bi-phase formulation, our R&D team works with your brand to develop a product concept based on your desired texture, cleansing performance, skin feel, and target market.
✛ MAKEUP REMOVER
Four Formats We Manufacture
Micellar Makeup Remover
A lightweight format commonly used to remove makeup, sunscreen, and everyday impurities. Can be developed around a fresh, lightweight skin feel — suitable for brands wanting a simple, convenient removal product.
Oil-Based Makeup Remover
Designed around oil-soluble cleansing systems, formulated for consumers looking for an effective makeup removal experience. Texture, emulsion characteristics, and after-feel are all considered during development.
Bi-Phase Makeup Remover
Combines different phases that are shaken together before application — an attractive product appearance paired with a different cleansing experience from traditional water-based removers.
Eye & Lip Makeup Remover
Specialised removers for the eye and lip area. These require careful consideration of formulation characteristics and intended area of use — product claims and suitability are evaluated based on the final formulation and appropriate testing.
Double-cleansing — removing makeup with an oil-based product first, then following with a water-based cleanser — has moved from a K-beauty niche into mainstream routine advice, with published dermatology research linking it to meaningfully lower residual sebum than a single-step clean. Because we manufacture both oil-based and micellar formats, this is a natural two-product routine for brands to launch together rather than as separate, unrelated SKUs.

✛ Frequently Asked Questions
Common Questions
What cosmetics does TX Labs manufacture?
We specialise in two cosmetics categories: foundation and makeup remover. Within foundation, that spans lightweight, medium, and high-coverage liquid formulas in natural, matte, soft-matte, or dewy finishes. Within makeup remover, that spans micellar water, oil-based, bi-phase, and specialised eye and lip formulations.
Do you only manufacture liquid foundation, or other formats too?
Liquid foundation is our core specialisation — it's the largest and most flexible format, buildable from sheer to full coverage. If your brief calls for a different format (cushion, powder, or stick), tell us during scoping and we'll confirm what's feasible rather than assume liquid is the right fit for every brand.
Can foundation include skincare actives like niacinamide or hyaluronic acid?
Yes — this is one of the fastest-growing directions in foundation right now. Actives such as niacinamide, hyaluronic acid, and peptides can be formulated into foundation without destabilising it, though any skincare claim built around them needs to hold up under testing, not just list the ingredient.
How much foundation should I order for my first run?
Less than you'd think, and spread across fewer shades than you'd think. Shade demand is genuinely hard to predict before launch — a lean shade range with room to reorder the shades that actually sell outperforms an evenly-spread launch across many shades at once. See our Low MOQ page for specifics.
Can TX Labs develop custom foundation shades?
Yes — our cosmetics R&D team works with your target market and desired shade range to develop suitable shades and undertones as part of your formulation project.
What is double cleansing, and can TX Labs formulate for it?
Double cleansing is removing makeup with an oil-based product first, then following with a water-based cleanser — a routine with real dermatological backing for reducing residual sebum versus a single-step clean. Since we manufacture both oil-based and micellar makeup removers, this is a natural two-product routine to launch together.
Are cosmetic colour additives regulated differently from skincare ingredients?
Yes — foundation and other pigmented cosmetics use colour additives that are subject to their own approval lists and usage-level restrictions under FDA, EU, and ASEAN cosmetic regulations, separate from the general ingredient rules that apply to skincare. Our team checks pigment compliance against your target markets during formulation, not after.
Do I need my own formula to launch a cosmetics product?
No — you can start from a private label base formula or have our ODM team develop a custom cosmetic formulation, shade, or finish from your brief.
Is TX Labs suitable for skincare brands expanding into cosmetics?
Yes — this is one of our most common projects. Skincare brands can extend into cosmetics through foundation or makeup remover, using the same manufacturing partner and quality standards they already work with.
